About John.

John Leyba Windsor Town Council District 2

John attended Dartmouth College in New Hampshire, becoming the first in his family to study at an Ivy League university. There, he earned his bachelor's degree with a focus on public economics and finance.

Professionally, John has spent the past 20 years in finance and operations in the high tech and energy industries, working to improve business performance. Before moving to Windsor, John held various roles in community service, including planning commissioner for the City of San Jose, neighborhood association president, vice president of a city parks foundation, and served on an education foundation and parish council. As a planning commissioner, John focused on protecting neighborhoods, adhering to development guidelines, and supporting policies to preserve natural habitats.

John’s wife, Marisol, is a dedicated teacher at Mattie Washburn Elementary, where she loves her transitional kindergarten students, the “Panda Pals.” Marisol enjoys taking her class to the Town Green for Christmas tree decorating, attending the tree lighting, and hosting family class picnics.

John’s household is a three-generation household. John was adopted at age five by Barbara and Tony Leyba into a Mexican-American family. John’s father’s parents were migrant farmworkers who settled in Sonoma County, where he was part of the first graduating class of Cook Junior High. Bringing his father back to Sonoma County has been a joy; he now helps raise John and Marisol’s two daughters, ages 13 and 14, and enjoys daily hikes at Foothill Regional Park.

He has actively contributed to community events and initiatives, including sponsoring the Town Green Christmas tree and supporting Windsor Family Movie Night, and host special events for Marisol’s students at Mattie Washburn Elementary.

  • Prioritizes Community Needs: John’s vision for Windsor focuses on improving infrastructure, enhancing services like internet and cell coverage, promoting sustainable practices, and maintaining clean, safe streets.

  • Is Committed to Listening and Acting: John is dedicated to being accessible and responsive. He plans to connect directly with residents through neighborhood meetings and open conversations to represent your voice effectively at Town Hall.

​With financial challenges at both the local and state levels, John believes that every penny counts. John will bring 20 years of experience in Finance and Operations in the high tech and energy sectors, solving problems and driving efficiency. Windsor needs a councilmember who makes prudent decisions and prioritizes the concerns of Northeast Windsor.

The community faces significant challenges, including declining state and local tax revenues, rising pension obligations, and aging infrastructure. John believes it is essential to find ways to do more with less while preserving Windsor’s quality of life. He is committed to tackling these issues with tenacity, responsible stewardship, and optimism.
